Update: First positional review date set to Sunday November 15, 2015. Any player who has played in 15 or more games this season will be reviewed on this date. Changes take effect one week later before roster lock on Monday November 23, 2015.
Second positional review date set to Sunday January 3, 2016. Any player who has played in 15 or more games this season will be reviewed on this date. Changes take effect one week later before roster lock on Monday January 11, 2015.
Trade deadline set to Sunday Feb 7, 2016 at 11:59pm EST. Trade must be posted before the clock turns to 12am EST Monday Feb 8. Other team does not have to confirm before the deadline but the deal must first be posted before it is Monday for the deal to be valid.

Update: -Any player called up to replace the injured player on LTIR is able to be sent back down to the minors freely at the time the injured player is taken off LTIR -If the replacement player is kept on the roster after the injured player returns he becomes subject to standard waiver rules

Yes. LTIR call ups are always exempt both directions.

If Toronto calls up Panik who cleared waivers when there is an injury in January then Panik would have to pass through waivers again to be sent down when the injured player returns.

Its a rule we've always used in BBKL. What you quoted says waiver rules apply. I've searched and read lots of stuff about NHL waivers and nothing about injury call ups that are waiver eligible being exempt when the injured player returns.

My understanding was that anyone called up must follow standard rules to go back down. For any leagues and real life.

That rule is strictly regarding IR not LTIR.
A LTIR assigned player is allowed to be replaced on your roster by a player in the minors, waiver exempt in both directions. As long as when your LTIR player returns the player called up gets immediately returned to the minors. This was a fantasy rule, not real life.

The whole reason LTIR is required to have proof of injury is because of the waiver exempt call up/down. Otherwise only the IR would be needed.

Mik seems to recall that being the case to so I'm not saying you are wrong just can't find anything saying that's the case. Most teams don't have waiver eligible NHLers in their minors anyways so it's not a huge deal.
